Wenig erfüllt mich mit so genugtuender Schadenfreude wie großflächig in den Sand gesetzte Militärprojekte. Die aktuelle Wunschliste der Amis eignet sich hervorragend zur Befriedigung derartiger Triebe.
Scrollt mal runter, sucht nach "Littoral". Der Brüller! Sie haben da eine eierlegende Wollmilchsau ausgeschrieben, haben die billigsten Anbieter genommen, und die haben kleinere Werften im Angebot gehabt (bei denen hängt das Überleben von so einem Auftrag ab, die sagen da alle noch so abwegigen Deadlines und Kostenvoranschläge zu, wenn sie nur den Auftrag kriegen), und dann:

The first ship (LCS-1) was scheduled to deliver in late 2006. The Navy is now estimating that the first ship will deliver sometime in late 2008. The LCS-1 contractor team had barely started on their second ship (LCS-3) when the program ran into major cost problems earlier last year. The Navy then issued a stop work order on LCS-3 in order to reduce expenditures and limit further cost exposure on the program while it separately re-evaluated program cost estimates.

Überraschung! Also haben sie denen die Pistole auf die Brust gesetzt. Die sollen für einen Festpreis beide Schiffe bauen oder das zweite Schiff wird ganz storniert.

The Navy terminated the contract for LCS-3 for the convenience of the government. As a result of that termination, the government will take delivery of some sizeable inventory of equipment and material for the cancelled LCS-3.

Equipment and material?! HAHAHAHA! Ich lese das so, dass die Navy den Metallschrott gekriegt hat, die sie für das Boot gekauft hatten. Gut bei den aktuellen Rohstoffpreisen wahrscheinlich ein paar tausend Dollar wert, da kann man schon mal zwei-drei Rollen Klopapier für kaufen beim aktuellen Klopapieranschaffkurs von Halliburton. Aber geht noch weiter. Sie haben parallel einen zweiten Unternehmer beauftragt, in der Hoffnung, dass wenigstens einer davon am Ende ein Boot für sie baut.

The second contractor team had a contract to build two LCS vessels of another design (LCS-2 and LCS-4). The Navy awarded this contract almost a year later, so LCS-2 was roughly 1 year behind the LCS-1. The Navy went ahead with activities leading to the start of construction on LCS-4, despite internal warnings that the second contractor would face similar cost and schedule problems as those faced by the first contractor. Late last year, the same poor performance and fixed priced negotiation scenario also played out on the LCS-2 and LCS-4. This led the Navy to also cancel the LCS-4, again with the result that the government will take delivery of some sizeable inventory of equipment and material for the cancelled LCS-4.

Grandios! Qualitäts-Projektmanagement! Und jetzt sind sie so verzweifelt, dass sie einen Wettbewerb machen, jeder teilnehmenden Werft wird zugesagt, dass sie mindestens ein Schiff bauen darf auf Kosten der Navy, und der Gewinner baut mehr. Klingt schlau, aber schon aus einem Schiff kann man eine veritable Goldmine machen. Immerhin haben sie zum Selbstschutz ein Kostenlimit gesetzt.

Section 125 of the National Defense Authorization Act for Fiscal Year 2008 (Public Law 110-181) places a cost ceiling on LCS contracts of $460.0 million per ship, a dollar value provided by the Navy.

Ich finde ja, das ist mindestens eine Presidential Medal of Freedom wert!
Da sind noch mehr Klopper drin. Hier z.B.:

The budget request included $152.7 million in Aircraft Procurement, Navy (APN) for continuation of the Special Structural Inspection-Kits (SSI-K) program, which replaces fatigue-limited airframe structural components to enable the airframe to fully reach its designed service life.

"Wir haben uns minderwertige Scheiße andrehen lassen und müssen jetzt nachrüsten, damit die Flugzeuge überhaupt so lange in der Luft bleiben, wie man es uns ursprünglich zugesagt hatte". Bwahahahaha.
Interessant auch "Tactical intelligence support" in der Air Force Sektion:

Biometric signature and forensic data collection capabilities and effective reach-back to national-level databases and processing are more widespread and well-received by tactical elements. More national human intelligence (HUMINT) and signals intelligence (SIGINT) databases are for the first time being pushed forward to support tactical unit operations with greater speed and frequency. Meanwhile, these capabilities are linked with airborne and ground-based intelligence capabilities that further enable the detection, identification, location, and tracking of high-value targets.

Und da habt ihr den Grund, wieso wir Biometrie im Ausweis brauchen, und eine Vollüberwachung über Mautsystem o.ä. Wir brauchen nationale Biometrie-Datenbanken, damit das Militär damit besser "high-value targets" töten kann.
Überhaupt ist es interessant, mal nach NSA zu greppen in der Datei.

The National Security Agency (NSA), with Special Operations Command and the Army, has developed special capabilities against modern signals encountered in Iraq and elsewhere. These capabilities are now engineered for fielding as tactical systems, on ground vehicles, and on airborne platforms. NSA and the Army are fielding the Triton III system on Mine Resistant Ambush Protected (MRAP) vehicles to support maneuver forces. A program called Final e-Curfew provides more advanced area-collection capabilities against the same target set from fixed locations. These systems work in conjunction with databases pushed forward to tactical echelons.

Was das wohl ist? Handy-Ortung? "modern signals"?!? Google hilft weder bei e-curfew noch bei triton iii weiter.
